The United Nations’ top court ruled on Friday that Israel should suspend its offensive in Rafah, but has no way of enforcing its decision.

Russia previously ignored the ICJ’s 2022 order to stop the invasion of Ukraine.

Friday’s decision is part of growing international pressure on Israel to end the war in Gaza, which Palestinian health officials say has resulted in more than 35,000 Palestinian deaths.

Ireland, Norway and Spain said this week they will recognize a Palestinian state, and the International Criminal Court prosecutor is seeking arrest warrants for Israeli Prime Minister Benjamin Netanyahu and Israeli Defense Minister Yoav Gallant, alleging crimes of war and crimes against humanity.

Graham on Monday dismissed the decision to request the arrest of Netanyahu and Gallant, along with three senior Hamas officials, as “outrageous.”

“This outrageous decision is truly a slap in the face to Israel’s independent judiciary, which is known for its independence,” Graham said in a statement, vowing to push for sanctions against the ICC.
