She was taken to hospital where her injuries, although serious, were assessed as non-life-threatening.

The girl’s 34-year-old mother was initially thought to be injured, but blood from her daughter’s wounds was mistaken for her own injuries, the Metropolitan Police said.

Ioan Pintaru, 32, of no fixed address, was charged with attempted murder and possession of a bladed article.

He was remanded in custody to appear at Westminster Magistrates’ Court this morning, the force added.

Detective Superintendent Christina Jessah, responsible for Westminster policing, said: “This is a horrific incident and our thoughts are with the victims and their families.

“We will continue to provide support to them in the coming days and weeks.

“I would like to pay tribute to the public, including employees of local businesses, who courageously intervened in this incident.

“They put themselves on the line and showed the best of London in doing so.

“An urgent investigation is underway and detectives are working to establish the details of exactly what happened.

“At this time we do not believe the suspect and victims knew each other.

“While we continue to work to establish the suspect’s motive, at this stage there is nothing to indicate that the attack was linked to terrorism.”
