SHOCKING footage shows the moment a shirtless man runs out of his apartment with a shotgun ready to point at his neighbor.

Billy Price, 46, was found to have a stash of guns in his home, one of which he used to spark fears of violence in an argument over the volume of his neighbour’s music.

Price was sentenced to six years in prison and a four-year extended license at Cardiff Crown Court.

He admitted possessing a prohibited firearm and possessing a firearm with intent to cause fear of violence.

Price pleaded not guilty to possession of explosives, but was found guilty after a trial.

Footage released by Gwent Police shows a shirtless Price running out of his Newport flat with the gun.

An unidentified man can then be seen in the body camera footage approaching a police officer and saying, “I got a call that some guy…pointed a rifle at my brother.

“I just went to his apartment and didn’t get any response.”

After a clip of Price being arrested on suspicion of fighting, he is seen being questioned by police in custody.

He is asked, “There’s nothing there that could cause an explosion… there’s nothing there that could cause anyone…” as he interrupts, “Well, why don’t you send the Army to find out?” and: “No comment, no comment.”

When officers raided his home, they found a cache of weapons, including a sword, a flail and three homemade Molotov cocktails.

One of them, in a photo released by the police, appears to have a fuse made from underwear.

At trial, he unsuccessfully argued that he was using the jars to store gasoline after a gallon broke.

Saying Price was a dangerous criminal and fascinated by guns, Judge Paul Hobson sentenced him and ordered the confiscation of his weapons.

He said: “The facts of these crimes speak for themselves in terms of the level of risk you pose.”

To mitigate the issue, defense attorney Tom Roberts said the shotgun was loaded but did not fire.

Roberts added that there was “little to no planning” in the incident with the neighbor.

He argued that his client had a “fascination” with firearms rather than an intention to use them, and that his crime history was largely non-violent.

Gwent Police Chief Inspector Matthew Edwards said after the sentencing: “Price is a dangerous man who has a passion for guns and a blasé attitude.

“Weapons possessed with the intent to cause harm or fear will not be tolerated in Gwent and we hope today’s sentence reminds others that we take all reports of weapons extremely seriously.
