A man who has been on the run for months is back behind bars at the Allegheny County Jail.
Yan Carlos Pichardo Cepeda, 27, who twice failed to appear in court, was first arrested in September for allegedly bringing cocaine and what police considered to be enough fentanyl to kill 35% of Pennsylvanians.
Cepeda was released on non-monetary bail and was on the run until his arrest in New York in February.
