Two teenagers who were seen in a viral video throwing trash into the ocean off the coast of Florida have turned themselves in. Authorities say they both face third-degree felony charges of causing pollution in a manner that harms or harms the health or welfare of humans, animals, plants, aquatic life or property. WTVJ’s Niko Clemmons reports.
