TWISTED sex offender Josef Fritzl has been given permission to move to a regular prison.
A court hearing today ruled that the hideous incest monster can leave his maximum security cell, despite the 89-year-old Austrian sex offender still serving a life sentence for keeping his daughter as a sex slave.
A preliminary decision has been made allowing Fritzl to be released from his Stein prison in Krems an der Donau.
Although he could be transferred to a regular prison, he was denied the hope of any early release due to what the judges called his “unprecedented criminal energy.”
The Regional Court of Krems an der Donau today revealed the new verdict of a panel of three judges, following an in camera hearing on April 30.
A court first ordered the transfer on the basis that Fritzl no longer posed any threat.
But in March, the decision to transfer Fritzl was overturned – and the case was sent back to the Krems court for a new hearing.
The judges ruled that Fritzl would not be released, but his transfer to a normal prison would “cause no danger”.
They said the move would be for a 10-year trial period, but stated there was no reason to release him into the community.
The decision states that “the prisoner’s dangerousness has been reduced and no further crimes with serious consequences are expected.”
The monster had already “packed his bags” and was preparing to leave the prison’s secure psychiatric ward even before the court’s decision was confirmed.
Packing his belongings into two duffel bags, Fritzl reportedly only takes a few books, a typewriter, pens, notepads and a few articles of clothing.
Prison officials say he must leave Stein as soon as possible.
It was said that he hoped to travel to England to meet King Charles soon.
Fritzl once revealed that he dreamed of the “spectacular scenery” of Britain while watching a documentary about Shakespeare in his maximum security prison.
He recalled: “I was filled with this wonderful, uplifting feeling, this sense of inspiration for this fantastic culture.
“And it was then that I knew that when I was released, it wasn’t Austria that I wanted to stay in, but rather to emigrate to the UK.”
James Cleverly has vowed to oppose the Austrian monster’s desire to move to the UK if he is ever released.
The decision on where Fritzl will spend the rest of his life has already been made, reports the Austrian newspaper Kronen Zeitung
He was indicted in 2008 for his heinous crimes against his daughter and grandchildren and arrested a year later.
Fritzl admitted to having fathered seven children with his daughter Elisabeth in an underground dungeon where he kept her prisoner for 24 years.
The monster repeatedly raped and abused his daughter, who gave birth to seven babies during his capture.
One tragically died at birth due to breathing difficulties as Fritzl mercilessly threw the tiny corpse into a furnace.
Three others were raised in the horrible cellar with their mother, while the remaining trio were allowed to venture out of hell and were watched over by Fritzl and his unconscious wife.
At his bombshell trial in 2009, the evil Austrian pleaded guilty to rape, false imprisonment, negligent manslaughter and incest.
The perverted pensioner became eligible for parole in March after 15 long years incarcerated under Austria’s rather lenient sentencing laws.
He was held inside the maximum security prison, despite his parole date having been set, as the decision to transfer him to a regular prison was overturned.
In January, Fritzl was photographed smiling mischievously as he dramatically won his bid to be transferred to a regular prison.

Inmates considered ready for parole may be released depending on their conduct and physical and mental condition.
Fritzl, who repeatedly asked to be released, had his case reviewed by the justice and prison officials who made the final decision.
In addition to suffering from Alzheimer’s, he is also considered so frail that he needs a walker to get around.
Adelheid Kastner, one of Austria’s most renowned psychiatrists, reportedly considered that Fritzl was no longer a threat to society.
Fritzl was previously granted probation which was later annulled by the Higher Regional Court of Vienna.
The court said more facts are needed before such a decision can be made.
Fritzl, who changed his name to Mayrhoff in an alleged attempt to avoid physical attacks from other inmates, has reportedly requested early release several times over the past two years.
The monster’s daughter, Elisabeth, was forced to spend 24 years locked in Fritzl’s hellish prison in Amstetten.
The evil man raped her more than 3,000 times in the dirty, rat-infested bunker.
He also beat and kicked her and forced her to perform degrading acts – including reenacting scenes from violent pornographic films, it was alleged.
The nightmare saw Fritzl threaten the trapped family members if they tried to escape while he punished them by turning off the electricity.
They only managed to escape after their eldest daughter, Kerstin, became seriously ill in 2008.
Despite trying to argue that he was trying to be a protective father, Fritzl was sentenced to life in prison in 2009.
