The St. Louis Blues had a dull August morning that raised some eyebrows when they announced they had offered tenders to Edmonton Oilers defenseman Philip Broberg and forward Dylan Holloway.

According to section 10.3 of the NHL’s collective bargaining agreement, the Oilers have seven days to exercise their right of first refusal on each of the players to match each offer sheet.

In order to satisfy the compensation required by the offer sheets should Edmonton choose to decline their right of first refusal, the Blues reacquired the 2025 second-round pick sent to the Pittsburgh Penguins who also sent Kevin Hayes to the Penguins and acquired the 2025 fifth-round pick from Pittsburgh in 2026 for the Blues’ 2026 second-round pick and Ottawa’s 2025 third-round selection, which the Blues acquired from the Senators for Mathieu Joseph.

The offer to Broberg is a two-year contract with an average annual value of $4,580,917, the maximum offer that would require a second-round draft pick in compensation. Holloway was offered a two-year contract for $2,290,457 AAV, the maximum offer that would require a third-round draft pick as compensation.

Broberg, 23, has played in 81 regular-season games for the Oilers and 20 playoff games over the past three seasons, with two goals and 11 assists. He was selected with the eighth pick in the 2019 NHL Draft.

Holloway, 22, has played in 89 games and 26 playoff games for the Oilers since entering the league in 2022-23, when he was selected with the 14th pick in the 2020 NHL Draft; he scored nine goals and nine assists in two seasons.
