Penders, 19, impressed at Genk’s youth team and captained the Belgium Under-19 team.

Reports claim the Blues will buy Penders for £17m before he is loaned back to Genk.

The deal will also include a sell-on clause should he leave Stamford Bridge in the future.

The move comes despite Chelsea being overrun with goalkeepers in the squad.

The club have already signed Filip Jorgensen this summer from LaLiga side Villarreal.

Kepa Arrizabalaga also returned to the club following the end of his loan spell at Real Madrid.

Coach Enzo Maresca also has five more senior players in his squad, such as Robert Sanchez, Djordje Petrovic, Marcus Bettinelli, Lucas Bergstrom and Eddie Beach.

There are also three more goalkeepers on loan, including Luke Campbell, Ted Curd and Teddy Sharman-Lowe.
