EFL chiefs have become frustrated with Wembley Stadium and the Metropolitan Police over the start times of their showpiece events.
The national stadium is set to host the Championship, League One and League Two play-off finals later this month.

The first is scheduled to begin at 3pm on Sunday, May 26th.
While Bolton will face Oxford for a place in Division Two at 4.15pm on Saturday 18th May.
And Crawley will face Crewe in the League Two play-off final a day later, starting at 1pm.
According to Correspondencethe EFL is frustrated that its finals cannot start later, at “more coveted” times.
Next The Champions League final of the month between Real Madrid and Borussia Dortmund will kick off at 8pm on Saturday, June 1st.
While the FA Cup semi-final between Manchester City and Chelsea was allowed to start at 5.15pm last month.
The Carabao Cup final in February kicked off at 3pm.
The national stadium has hosted the EFL play-off finals since 2007.

An exception was made in 2011, when Wembley hosted the Champions League final between Manchester United and Barcelona.
That year, the EFL reached an agreement to keep the Championship play-off final under control.
But the League One and League Two finals were moved north to Old Trafford.
This year’s Championship play-off final will see either Southampton or West Brom face Leeds or Norwich.
Both first legs of the semi-finals ended 0-0 on Sunday afternoon.
Leeds host Norwich at Elland Road on Thursday night for a place at Wembley.
Before Southampton host West Brom on Friday.
